Despite the official appearances of Sunrise City law-enforcement, it is actually governed by an exclusive committee of former Crimelords from each of the 6 powerful factions that ruled the streets before The Bleedout. In response to the growing chaos, Don Nunzio Bianchi gathered the Crimelords under a single, tenuous banner called THE SCORPION CHAMBER. They extended their influence and power to the flailing Municipal administration, who eagerly accepted their offer. Together, the heads of those seven groups form The Scorpion Chamber.

Oscar Cartagena
Mayor Oscar Cartagena has reached the limits of his ineffective political power, crushed between the thumb and forefinger of the Accord. He is an eternal politician who is too worried about public opinion to declare an opinion of his own. He is the master of doublespeak and self-defensive PR. He was the youngest of 7 children, and grew up in the shadow of an entire forest of successful siblings. He was less than un-loved by his parents - he was practically forgotten and unnoticed by them. His political aspirations have always been secretly motivated by his need to impress them. Unfortunately, when he finally got into a seat of power, the Bleedout occurred, severing most of his family ties either to financial ruin or geographical distance. Sarah Becker
Sarah Becker is one of Cartagena's top advisors, but she has grown tired of his spineless, ineffective leadership. She has very strong needs that must be met on a regular basis. And because she can be so abrasive, she often has to attend to these needs by herself. Or with the aid of "Stallion", her peanut-butter-loving Great Dane.

The eldest member of the legendary Bianchi family. No one is certain how old he is, but the old man just will not die, despite the seemingly-terminal mesothelioma that has him dragging canisters of oxygen wherever he goes. He is wise and of few words, speaking only when things need direction. When he does speak, it is very soft, usually translated out loud by his consigliere, Frank Antonielli. Frank Antonielli
Don Nunzio's consigliere. He knows about the Don's physical ailment, quietly running things on the Don's behalf. He knows that if the Don should pass before the Accord can be renewed, the Bianchi family would face unilateral opposition, and possible extinction. The Bianchi family has enjoyed its seat at the head of the Faction table for far too long, and a sudden vacuum at the top would invite all out war. His loyalty to the Don is like that of a son, which he often feels he is, in a sense. His real father was one of the Don's chauffeurs, killed in an assassination attempt while trying to protect his boss from enemy gunfire. As a show of appreciation, the Don took Frank into his home and raised him with his own children. As one by one they proved unreliable (or dead), Frank slowly became the Don's most dutiful child. And now he stands to inherit the Don's kingdom, that is if the Old Man ever actually dies... Also, he eats when he's under stress. Which is often. The rest of this file is currently classified.

Low-level Caporegime, Scarfuto is given very little access to inside information, and afforded even less respect from his own peers. He thinks he's the shit because he's in with the Bianchis, but that's only because the Don promised his mother to keep "Little V" out of trouble. Now he's more a burden than anything useful. He's no good in a fight, his asthma makes it hard for him to so much as watch an exciting movie. Although the Adult Entertainment business had been granted exclusively to Arkady Kravchenko and Bratva, he manages a stable of dancers that allow him to tap into that income on a minor basis.
