You can first get that at level 30, and it's a quest chain that you do.. so relax.. lots of time ;)

No, in 30 lvl gives a third slot for skills. Second slot for boosts(drugs, medicaments) gives on 10 lvl after complete mission. What name of this mission and who give it?

An asian dude gives it out in Downtown. He is one of teh drug dealers near the gunstore.
