That item is sent out to players who log into the game during our Holiday promotion, which is currently still running and ends on January 2nd. Unfortunately, the item isn't automatically sent out - it requires us to send them out in waves periodically. You will most definitely eventually get yours if you logged in during the promotion.

Also to receive it, go to the ATM, and it will be in a bonus tab. Once its been sent that is. I just checked it periodically once it was announced, until it appeared.

I checked the atm and I still haven't got the winter weapons and I was logged in during the promotion!
