I just recently found this game on Steam while browsing and watched the video for the Gang Wars. When can you PVP in this game? 

Is the playing field fair between low levels and high levels or do you get matched up with people at your level?

How are the shooting mechanics? Is this game more skilled based then item based or is this Pay to win?

I wasn't interested in this game before, but after watching some videos, I'm going to download it tonight and try it out. Any information on where to start would be appreciated to.

the game is skilled based a lvl 1 can kill a 50 but like i said you gotta be skilled and the mechanics a good as well, you start off being able to pvp right away or have the option to practice on pve once you hit lvl8 you'll have the option to go to the lobby and also will be able to do the prologue which will teach everything you'll need to know such as cratfing,equiping items ect... the match making will try to put you in a match will ppl who are close to your skill lvl but if there arent many matches for your lvl you will occasionally be thrown in with higher lvl players(if your skilled this will be no problem)

 I hope it is as fun as it looks. I was worried that the differnt augs and things you can buy with gold bars would make it harder for you to kill players.

AUGs don't really make people harder to kill, There is a few exceptions, but nothing you can't counter.
