Is there a targeting system or is it realtime shooter? And how in the hell do you leave "The Moat"? Im level 5 now running w/SMG/Shotgon. I was following some of the walkthros but it seems i had to buy stuff to complete quest and move on.

 You have to be lvl 10 to leave moat and a message will pop up when you hit lvl 10 telling you that you can travel to sunrise city and leave to moat.

The first batch of quests are meant to get you on your feet. The targeting is real time, because this is a TPS. But you should have figured that out by now.

Yea I have but I have ran w/players w/lesser weapon(Pistol) that where pretty much 1 shotting mobs so thought maybe I missed something.'

You'll get one of those. And those mobs are not very representative of the mobs later on.
