I'd like to know where I can get some of the basic supplies for making low level chems (Stolen Medical Surplus).

I just made $1500 with cost of around $500 in tap water. If someone could fill me in on if the aforementioned item can be bought instead of looted, please let me know!

they can be found in medics containers or bought from other players through the auction house.

 The rare ingredient vendors get random mats at different intervals (they are the grocery carts with the star) and as such there is not really a specific "best" to buy from.
