They are very important Engineering materials that are almost impossible to obtain otehrwise. To placate teh uber-god-mods, the prices are relatively low considering what is probaby going into the mats.
Honestly, the recipes, if only ever so often, do drop. These aren't the only people with the materials, and there is some form of competition. I wouldn't worry too much about this one. Keep your head down and yoru nose clean and you can have fun here.

I agree with Furyn here. It does seem a bit odd and sounds a lot like favoritism, however much I am predisposed to seeing the glass as half full.
There seems to be a lot of cloak and dagger CRAP that is going on lately, and I don't understand why someone, even persons in position of power, would make such a risky move.
Regardless, the recipes were sold to two of the leaders of some of the most reputable gangs in the game. There was no public announcement until after the fact, and it is my understanding that those who received the goods directly asked one of the Regulators for recipes should they ever come across them.
I'm not going to go into detail as to what I believe until things are sorted out to avoid the inevitable backlash for what my opinions and knowledge imply, but I will say that things such as this are not favorable professional ethics.
Had they (the Regulators) put these items up for sale in the auction house to be sold to the highest bidder (which would have been smarter anyway to build funds to reward those who participate in and win moderator-hosted mini-events) it would seem fair to most.

Since the thread was closed, I just wanted to ask a bit more about what this give out was?
I just started playing yesterday and am looking for more information on the game elements and bumped into the thread about the rare recipe give-out. It comes across as if limited and greatly desired recipes were given out to two players? If so, I find this very odd giving two players an unobtainable benefit over other players, especially justifying it with the fact they are in "the biggest/most known/respected" gangs.
If it is just a rare recipe that people can gain from instances, the initial post on the thread needs more clarification for newer people reading it as it leads them to the conclusion some players have some accounts with bs benefits all because of "replying first".
If it is how it seems, then I'd like to say that - any player in a game with benefits someone else can never achieve is never smart and always takes a chunk of enjoyment away from players as they know their accounts will always be 'inferior' or less complete. Even more so when it is something un-tradeable after using/equipping/binding and not even earned fairly through a competition/event.
