Ok so i gathered my 100k and my gang is level 2 with 22 members, i myself am level 36 so i have all the requirments needed, i go and choose my hideout (small eng in midtown) and when i click purchace it says to me Gang Hideout creation Failed: No Real estate open in lobby.

   What does this mean and how can i get over this probelm?

Yup

"Gang Hideout creation Failed: No Real estate open in lobby" means that all available hideout slots for that lobby have been taken and you will have to set up shop in  a different lobby.

And how do i change lobby exactly?

Hit TAB to bring up the UI and click the globe to switch to the Map View.  Right click any of the BLUE BUSES and select "OK"

if u cannot find any vacancy spot at oceanside, go to downtown or midtown.

If i go downtown or oceonside and talk to the vendor then all he says is i have to be a gang leader...i am and have to have a gang level 2....i do..... :/

Hmmm.... Are you talking to the proper NPC?  You need to see the Hideout Manager and not the Gang Manager.  If you are talking to the right NPC it is possible there may be a glitch or bug in which case I suggest submitting a ticket.
