I dont think its lag, the fire effect doesnt seem to be instantaneous and the damage their recieving is splash damage from the molotov explosion which has nothing to do with the fire. I've seen the same thing, molotov lands near them and they receive about 20-30 damage but they manage to roll away before the fire comes into effect.

hmm thats odd, seems to me if a molotov hits you with splash damage you should recieve the burning effect of it. It's kinda rare this happens, but seems like it shouldnt be that way. Who knows, maybe this is a 'feature' and is intentional.

happened twice again today, I noticed I was rolling out of the way of the molotov and received some damage but i didnt ignite.

A person who lags sometimes does not get effected by fire that they should. I have on multpile occations hit someone with a molotov, and they take damage from the molotov hitting them, butsince they are so lagged they are no where near where the molotov hit them by the time they see it, they do not take fire damage at all(as in, they do not ignite).
This works both ways, as i have taken splash damage from someones molotov that landed 20 feet away from me, and i also did not ignite, and it is equally frustrating for both parties. Actually hitting the person with the molotov you are throwing gives you a warm and fuzzy feeling inside, and therefore they should also fell equally as warm and fuzzy on the outside -_-
