Hmm... not sure were your getting your info,but i have a lvl200 med-seeker and i can make Juato,Bess,Raze and Frenzy upto lvl30,the reason you dont see them much for sale in AH is because of the price of the cross-componanats neede to make them,the prices are stupid and the only time i amke them is for myself or my gang mates.

I am level 250 in all profession and none of my med-seeker and bio-forger are able to craft any level 15 juato, bess, raze and frenzy.
Check your recipe list again, you would have notice u could't craft a level 15 boost of it.
As for level 30, they are all craftable.

Today, I was updating my guide about crafting. I am suprise to see that many level 15,30 and even 40 boost are none craftable by bio-forger and med-seeker.
It doesn't makes any senses at all for profession unable to craft low level boost.
Many low level boost level 15,30 and 40 like Juato and Bess none craftable and can only be obtain thru Coin Operator or Boost vendor at club.
Yeah!! you can buy it; but vendor at club are not 100% guarantee to sell it all the time. So, why not just allowed us to make it?
Is not like everyone could participate tourney either and use their silver coin for it due to time zone issues.
Just look at this chart I recently updated, you would be suprise at how many low level boost are none-craftable by both line.

This are not just the chemist profession alone, the other profession like engineer are also laughable. Crafting was tough and the reward that minimal? I know we have class profiles to be used, but at least makes the crafting worth it especially when people grind it all the way to max level.
