Nope I disagree.
First of all, some of the level 15 armor especially set armor are the best in division 3 tournament. They are strong especially after the GW update.
Infact, I even used the level 20 char of mine who I made specially for div3 for div2 tourney. Playing at handicap situation to see if level 20 are possible to beat a level 30+ group.
Our group of level 20-26 player manage to beat the level 30-39 group at final, even though the fight are quite intense once inawhile and no; those level 30-39 player are using an extremely good armor too and not some crap armor that you might though it is.
Plus, free user would need to play for a hell of long long time before they reach level 39-40. By the time they reach this level, their level 20+ armor would had worn out then.

Since I started my third toon I noticed, that it is really not worth buying any stuff before level 30. And for me it is not worth it even before lvl 40.
Reason: with Premium or Deluxe Accounts you level so fast, that it is just a waste of money to get, say, lvl 15 blue stuff because u play another hour and hit level 20 and so on.
And even for normal users, the lower levels are reached fast and with having even less money they are better of waiting for level 35-40 before buying blue stuff.
My Suggestion:
- Make all clothing/ammo/boosts between level 25-30 usable from level 1+.
- Remove green boosts
- Remove all low level clothing/ammo/boosts which are for levels 0-15 or 20.
- Adjust prices for all that new equip to be between the removed green buffs and the level 30 stuff.
This would mean, that you could sell low level stuff better because everyone could use it for a longer time period (the whole time from level 1 to level 30) without always having to think about waiting and save some money for later.
Also you could get rid of one thousand useless craft recipes and an infinite number of random, useless stuff you find in Loot.
Boost/Ammo Vendors could get better stuff and slightly higher prices and would be there for new players to equip in the first time better.
