As you complete missions, more missions unlock, also there is a full set of pve missions in the bleedout package, if you feel so inclined to do it. What determines you xp in PVP is your score, not necessarily kills. Score is obtained best depending on the game type. In robbery, stealing money is the biggest score builder, in ctz, killing people standing in zones. Same for turf war. Snatch and grab stealing flags and killing flag carriers. Also killing people with a higher star rating than you nets more points.
PVP is not the fastest way to level tho. The fastest way is HHT if you can do it fast, or safegaurd for easier less intense xp, tho not quite as fast.

Combine HHT,safeguard or stockpile with the jobs and you have a great way to level up with minimal effort.
