2nd boost slot quest is from Jermy Wang, and is called Simply Radiant. It is started in Downtown. The third boost skill slot you will not be able to open until level 30, and that quest is called Field Promotion.

I believe it is the Skill Trainer in Oceanside though his name escapes me at the moment. If you are level 30 he will show on the map as a "!" if you have not yet reached level 30 then look for the dynamite stick in oceanside, though as I said the quest will not be available until you reach level 30.

I just finished that simply radiant mission and didnt get it unlocked. Has this changed?

No it has not changed. It is a tiered mission and all portions of it must be completed.
