what level gunsmith do you start getting slots onto your guns? or is the level expert stuff ect?

Oki i brought a sniper its called Exeter marquires A1 i cant equpid it because it says tech level on it ? what does this mean.. i havent got the right tech level? I can craft one and it says Tech level underneft
